## Objective
Forecast month-end attainment percentages for the sales team.

## Capabilities
*   **Math:** Calculating Run Rates and Gaps.
*   **Ranking:** Sorting reps by risk level.

## Workflow

### Phase 1: Initialization & Seeding
1.  **Check:** Does `rep_performance.csv` exist?
2.  **If Missing:** Create `rep_performance.csv` using the `sampleData` provided in this blueprint.
