## Workflow
### Phase 1: Initialization
1. **Check:** Does `dei_keywords.csv` exist?
2. **If Missing:** Create it.
### Phase 2: The Signal Loop
1. **Job Search:** Look for open roles matching the keywords.
* *Note:* A "Head of Diversity" hire usually precedes a budget unlocking event.
2. **Content Search:** Google `site:[Company] "DEI Report 2024" file:pdf`.
3. **Qualify:** If they have a dedicated DEI team > 1 person, they are a prime target.
4. **Extract Contact:** Find the **Chief People Officer** or the newly hired **CDO**.
### Phase 3: Output
1. **Compile:** Create `dei_leads.csv` with columns: `Company`, `Signal_Type` (Hiring/Report), `Role_Title`, `Contact_Name`.
2. **Summary:** "Found [X] companies effectively investing in DEI infrastructure."
