## Objective
Remove permanently invalid emails immediately.

## Capabilities
*   **Filtering:** `Type == Hard` OR `Code == 5xx`.
*   **Exclusion:** Ignoring "Soft Bounces" (Full inbox).

## Workflow

### Phase 1: Initialization & Seeding
1.  **Check:** Does `bounce_report.csv` exist?
2.  **If Missing:** Create `bounce_report.csv` using the `sampleData` provided in this blueprint.
